  Did the Pro-Poor, Pro-Job, and Pro-Growth-Oriented Regional Development Policy able to Boost the Quality of Human Development Cross-Regions in East Java Province?

Abstrak : The East Java Province is most leading province in Indonesia that has an economic growth above the national average. This province consists of 38 autonomous counties and municipalities that have the differences of characteristics and potencies. The main issues on Regional Development are human development, poverty alleviation, job creation, and economic growth. The East Java Province and also all counties and municipalities prepared the development plan according to this issues that focused on the pro-poor, pro-job, and pro-growth based policy. The objective of this paper evaluate the regional development policy based on regional perspective how the quality of human development can be influenced the poverty alleviation, job creation, and economic growth programs during 2006, 2009 and 2012. This study used a quantitative approach using path analysis and comparative analysis. Research variable consists of four variables: human development index, poverty rate, unemployment rate, and economic growth. The path analysis is to estimate the relationship among the human development, poverty, unemployment and economic growth. The data collecting is according to cross sectional data from 38 counties and municipalities during 2006, 2009 and 2012. The result from three different times will be compared to evaluate the regional development policy in previous several years. The finding is that poverty alleviation program has significant influence to enhance the quality of human development across-regions in East Java Province. Whereas the pro-job and pro-growth oriented programs did not directly affect the improvement of the quality of human development.
